Planning and Development

The Planning and Development Department of the City of Kenora is primarily responsible for guiding Council and the City towards a sustainable, liveable and economically successful future through every means available to it. The Planning Department's general mandate is to advise City Council on all matters pertaining to municipal planning as set out in the Planning Act of Ontario.

The Planning Act and other related statutes govern planning in Ontario. The City's Official Plan provides a policy framework related to the orderly development of the municipality. The City's Zoning By-laws, Sign By-laws, Community Improvememt Plan, Subdivision Review and Site Plan Review Policies reflect and conform to the Offiical Plan and related. In addition to the implementation of land use planning documents, the Planning and Development Department is a resource for the Kenora Planning Advisory Committee, downtown revitalization, the Heritage Committee, the Lake of the Woods Development Commission and various other committees as required by Council.

The Department also undertakes special studies requested by the City Council or Planning Commission, makes application for funding opportunities, identitfies and analyzes problems pertaining to land use and zoning and prepares reports and recomendations pertaining to the above.

SUMMARY OF SERVICES: Reporting to the Manager of Operations and Chair of the Lake of the Woods Development Commission, the Planning and Development Department is responsible for the implementation of the City's Official Plan and Comprehensive Zoning By-law. The Department also strives to maintain positive working relationships with the City's residents, the general public and the development community as well as with the area First Nations and the province.

Land Use Planning: Applications for Variances to the Zoning By-Law, Amendments to the Zoning By-law, Land Division by Consent (Severance), Subdivision or Condominium Description, Site Plan Control and associated development agreements.
