Sealed Tenders for Phase 1 WTP Pump Replacement and WWTP Electrical Upgrades (the “Project”) Tender Number: 433-002-23 will be received by City of Kenora (the “City”) at 1 Main Street South, Kenora, ON P9N 3X2, Attention: Heather Pihulak, City Clerk. Time and date for Tender Closing is: 11:00:00 a.m. CST/CDT on Thursday, August 28, 2025 (the “Tender Closing”)
- The work to be undertaken generally involves, but is not necessarily limited to: the replacement of one (1) high lift pump in the Water Treatment Plant and supporting electrical requirements; and Electrical Upgrades to the Digester Building and Screw Pump Building at the Wastewater Treatment Plant.
- The City will host a site walkthrough on Tuesday, August 12, 2025 at 10:00 a.m. at the Kenora Water Treatment Plant located at 9 Seventh Street South, Kenora ON and then proceed to the Kenora Wastewater Treatment Plant located at 18 Sewage Treatment Plant Road. Kenora, ON. Please arrange through Daniel Mach, P.Eng. at dmach@kenora.ca.
- The City’s consultant for the Project is Ken Anderson, P.Eng. Manager, Water Associated Engineering (Sask.) Ltd., 410-5 Donald Street, Winnipeg, Manitoba R3L 2T4, Email: andersonk@ae.ca
- The Successful Bidder shall achieve substantial performance of the Work for the Project by May 31, 2026.
- The specifications for the Project can be obtained from Daniel Mach, P.Eng., Project Manager, Capital Project Delivery at dmach@kenora.ca or from MERX.com within City of Kenora Phase 1 WTP Pump Replacement and WWTP Electrical Upgrades.
- All written inquiries regarding the technical aspects of the drawings and specifications for the Work shall be sent to Ken Anderson, P.Eng., via email at andersonk@ae.ca, however the bidder(s) acknowledge and agree that the City does not have an obligation to provide a response to any written inquiry and that it is in the sole and unfettered discretion of the City to provide any written response to a written inquiry. Telephone inquiries will not be replied to.
- Submission of a tender by a Bidder gives the City the right to require the Bidder to execute the contract to perform the Work as set out within the tender documents. Tenders may not be withdrawn after the Tender Closing and will be irrevocable and open for acceptance by the City for a period of sixty (60) days following the end of the day of the Tender Closing. The Successful Bidder will be notified in writing of the award of the Tender when the City delivers a letter of intent to the Successful Bidder.

- The work to be undertaken generally involves, but is not necessarily limited to: ditch excavation and culvert installation (the “Work”) as set out on the list of drawings and specifications described as follows: Refer to Appendix Four – Contract, Specifications and Drawings of the Tender documents.
- The Successful Bidder shall achieve substantial performance of the Work for the Project by: Refer to Article 13 of the Instructions to Tenderers.
- The drawings and specifications for the Project can be obtained from MERX under the name ‘City of Kenora 2025 Airport Road Ditching Program’. Deposits paid to obtain the drawings and specifications will be refunded to unsuccessful bidder(s) at the discretion of the City.

The City of Kenora (the “City”) is seeking innovative proposals from interested parties for the Purchase and Development of Municipally Owned Highway Commercial Lands on Highway 17E, Kenora ON. Proposals will be received by City of Kenora 1 Main Street South Kenora, ON P9N 3X2, Attention: City Clerk, Re: Purchase and Development of Municipally Owned Highway Commercial Lands on Highway 17E, Kenora ON. Time and date for the closing of the Request for Proposals (RFP) is 11:00:00 a.m. CDT on September 4, 2025 (the “RFP Closing Date”).
- The proposal package can be obtained by contacting Melissa Shaw, City of Kenora Land Acquisition and Divestment officer via email at mshaw@kenora.ca
- Proposals must be open for consideration for a period of ninety (90) days after the RFP Closing Date in order to allow for the City to evaluate the various proposals and to undertake the negotiations with the selected proponents.
- The City reserves the right to accept or reject any and all proposals and to waive irregularities and informalities at its discretion.
- All written inquiries regarding the technical aspects of the Request for Proposals shall be emailed to Melissa Shaw, Land Acquisition and Divestment Officer, at mshaw@kenora.ca however, each proponent acknowledges and agrees that the City does not have an obligation to provide a response to any written inquiry. - If the City, in its sole and unfettered discretion, determines that a written response to an inquiry is warranted, a written response will be prepared and distributed to all proponents who have requested a copy of the Request for Proposals and completed the acknowledgment form. Such written response(s) will be issued in the form of an addendum to the Request for Proposals and will be deemed to be part of the Request for Proposals.

Submitting a bid and public openings
You must submit your bid by 11 a.m. CT on the bid closing day or as listed in the tender document.

Tender results
All tender results are unofficial until approved by Council or the respective department.
After the closing date/time, the City will review and evaluate all the Proposals received based upon the information supplied by the Proponents in accordance with the submission requirements of the Tender or Request for Proposal.
In evaluating the proposals received, the City will consider all of the criteria listed and the City will have the sole and unfettered discretion to award based only on full compliance to the bid requirements.

Surplus materials and equipment for auction
When the City has surplus materials or equipment, you can submit a bid to purchase the excess items through a public online auction or govdeals.com.
Bids are accepted to ensure that the City generates the highest value possible from the sale of the item. Actively participating in the auction presents a fair and transparent opportunity to purchase valuable equipment or materials through the City's Disposal of Surplus Policy.
There are no excess items available for bid.
Additional procurements
The Corporation of the City of Kenora intends to participate in one or more procurements conducted by Local Authority Services (LAS) between January 2025 and December 2025. For further information and access to LAS request for proposal (RFP) notices, please visit las.on.ca.
