Active Transportation Master Plan

In February, Council approved the visionary Active Transportation Master Plan (ATMP). This framework is intended be used as a strategic guide for Kenora’s investment in active transportation and future infrastructure. It aims to create a transportation network that meets the needs of the growing population while considering the challenges of the current infrastructure.

The ATMP presents a clear vision, goals, targets, and a suite of strategies and actions for how the City can expand active transportation infrastructure. It outlines policies, standards, infrastructure, and programs intended to make walking and cycling accessible, comfortable, and convenient for people of all ages.

The ATMP is funded in part by the Government of Canada’s Permanent Public Transit Program – Active Transportation Fund.

What is active transportation?

Active transportation means any way of getting around that uses human power, like walking, biking, using a wheelchair, or even paddling. It includes any active trip you take to get to places like work, school, or the store, or just to enjoy nature. 

Building more places for active transportation makes communities healthier and more enjoyable to live in. The ATMP will guide Kenora in the future, ensuring that everyone, no matter their age or ability, can safely and easily walk, bike, and move around Kenora.

Drawing on industry best practices and feedback from community partners and residents, the plan proposes policies, programs, and initiatives to promote active transportation in our community.

The plan is based on three main themes:

Create safe, comfortable connections across the city, improve access to active transportation facilities, and ensure future facilities link recreation and community destinations.

Encourage residents and visitors to travel by foot, bike, or roll.

Build an active transportation network that offers options for everyone.

Development of the Active Transportation Master Plan

The project, announced in April 2022, entered the implementation phase in 2023 after Urban Systems Ltd. was selected to provide consulting services.

From 2022 to 2026, City administration, in consultation with external partners and public input, have worked closely with Urban Systems Ltd. to develop this Active Transportation Master Plan.

A range of community engagement activities were undertaken to gather input and understanding from a broad range of community interests. Activities included an open house, community survey, “pop up” events and a community workshop, as well as involvement from a stakeholder advisory committee.

In February 2026, Council reviewed and approved the visionary Active Transportation Master Plan.
