Notice of Complete Application and Virtual Public Meeting for a Draft Plan of Phased Condominium, File Number D07-23-01

Take Notice that the City of Kenora has received a complete application for the approval of a Proposed Draft Plan of Phased Condominium, for an unaddressed property at the corner of Ninth Avenue North and Brinkman Road, and identified in light blue on the Key Map below.
The Kenora Planning Advisory Committee (PAC) who hears applications and considers recommendations to Council, will hold a virtual public meeting in accordance with the City of Kenora procedural By-law 43-2020 to consider the proposal at the following time and location:

PAC will be hosting a virtual meeting via Zoom Meeting, which allows for participation by telephone, as well as by computer or mobile devices. Access to the virtual meeting will be made available by registering with the Secretary-Treasurer.

Description of proposal
The Draft Plan of Condominium will be a phased development consisting of sixty-eight (68) standard units in three (3) phases. The first phase would see the development of twenty-three (23) units within four (4) semi-detached and five (5) triplex buildings. The second phase would consist of twenty-one (21) units within seven (7) triplex buildings. The third phase proposes an additional twenty-four (24) units within eight (8) triplex buildings. The common elements of this development include the balconies, walkways, patios, and a private road.
Virtual statutory public meeting
Although in-person Committee meetings have been cancelled, there are several ways in which the general public can provide input on the proposed Draft Plan of Condominium, as follows:
a) Submit comments in writing: Persons wishing to provide comments may submit such comments in writing no later than Monday, May 1, 2023 by email to Planning or by regular mail to the address below, and quote File Number D07-23-01.
b) Register to Speak at the PAC Virtual Meeting: If you wish to speak at the PAC Virtual Meeting, you are asked to register in advance by email to Planning no later than noon on May 1, 2023 and quote File Number D07-23-01. After registering, you will receive a confirmation email containing information about joining the webinar by following the link provided through email. Please note that neither a computer, nor a video sharing device, is required to participate in the meeting via Zoom. You may also opt to call in from a cell or landline. A toll-free number will be provided for this purpose. To register by phone, please call 807-467-2152.
Notes regarding your rights
- If a person or public body does not make oral submissions at a public meeting or make written submissions to the Secretary-Treasurer of the Planning Advisory Committee in respect of the proposed Plan of Subdivision before the approval authority gives or refuses to give approval of the proposed Plan of Subdivision, the person or public body is not entitled to appeal the decision of the Planning Advisory Committee to the Ontario Land Tribunal.
- If a person or public body does not make oral submissions at a public meeting, if one is held, or make written submissions to the Secretary-Treasurer of the Planning Advisory Committee in respect of the proposed Plan of Subdivision before the approval authority gives or refuses to give approval to the draft plan of subdivision, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
- If you wish to be notified of the decision of the Planning Advisory Committee in respect of the proposed Plan of Subdivision, you must make a written request to the Secretary-Treasurer of the Planning Advisory Committee. This will also entitle you to be advised on a possible Ontario Land Tribunal hearing.
