Truck driver

The Truck Driver will be responsible for the repair and maintenance of City roadways throughout the year by operating a variety of equipment including but not limited to tandum trucks, snow plows, sidewalk plows, and dump trucks. The individual will operate a variety of equipment in a safe and responsible manner including the completion of all pre-operational equipment checks.

Qualifications

  • Grade 12 Diploma or equivalent.

  • Must possess and maintain a valid ‘DZ’ Class Ontario Driver’s License.

  • Must provide a clean driving abstract at time of application.

  • Three to five years previous work experience directly related to truck operation and maintenance would be as asset.

  • Experience in Heavy Equipment Operation would be considered an asset.

  • Knowledge of equipment, methods, and procedures used in road maintenance activities.

  • Must be able to lift and carry up to 50lbs, sit for prolonged periods of time, and climb in and out of equipment.

  • Ability to understand and carry out written and oral instructions.

  • Excellent organizational, interpersonal and communications skills with a proven focus on service delivery.

  • Demonstrated experience and working knowledge of the Ontario Occupational Health and Safety Act and Regulations specifically concerning the requirements for job hazard analysis and the development of and training on safe work procedures.

  • Ability to work independently and as a team.

  • Ability to drive and operate a variety of equipment under varying conditions.

  • Ability to get along well with others including supervisors, coworkers, members of the public and other partners in service.

  • Must be able to be available for overtime and call-ins.

Seasonal full time sidewalk repair labourer

The Sidewalk Repair/General Labourer will be responsible for the repair and maintenance of City sidewalks, curbs, parking lots and other general maintenance on City property by performing a variety of semi-skilled and skilled labour including brick and concrete work, trimming, sweeping, and shoveling. They will repair, resurface, and replace worn or damaged sections of concrete structures according to grade and depth specifications. They will perform a variety of other labor tasks on worksites such as constructions sites, parking lots, ditches, roadways, etc and may be required to assist with traffic control for Roads projects. The individual may need to provide leadership and guidance to seasonal student labourers and other duties as required. The individual will demonstrate initiative on a daily basis, understanding the role they play within the community and have excellent customer service skills.

Qualifications

  • Must possess and maintain a valid ‘G’ Class Ontario Driver’s License.

  • Must provide a clean driving abstract at time of application.

  • One year related experience in stonework, masonry, concrete, or construction work.

  • Knowledge of Ontario regulations that apply to the repair or installation of sidewalks under the Municipal Act considered an asset.

  • Must have an understanding of concrete and roadwork maintenance techniques.

  • Experience using and safe operation of various equipment including roadway brushing and tree trimming equipment, concrete and stonework equipment, hand and power tools.

  • Chainsaw certificate considered an asset.

  • Ability to understand and follow oral and written instructions.

  • Ability to get along well with others including supervisors, coworkers, members of the public and other partners in service.

  • Must have good communication, time management and organizational skills.

  • Friendly helpful demeanor and an interest in road safety and maintenance.

  • Ability to work independently.

  • Must be able to stand for long periods of time and work in various positions for extended periods including bending, crouching and/or kneeling.

  • Ability and willingness to work in varying climate conditions.

  • Must be physically fit and able to lift 50 lbs. frequently and occasionally up to 100 lbs.

  • Ability to perform all duties in a safe manner and in accordance with the Ontario Health and Safety Act and the City of Kenora’s Health and Safety Policy.

Season is approximately from May 1 to October 31. Monday to Friday, 8 a.m. to 4:30 p.m.

Associate planner

Reporting to the City Planner, the Associate Planner provides planning knowledge and expertise related to statutory planning and community development. Activities include: interpretation of relevant planning legislation, along with the evaluation of complex land use planning issues to ensure that growth and development is planned and managed for current and future generations.

The Associate Planner:

  • Provides information and assistance to staff and the general public on planning-related matters including development procedures, zoning, land use, and municipal policies plans as they relate to planning
  • Accepting, reviewing, and processing land development applications including but not limited to applications for minor variances, applications for consent, application for Draft Plan of Condominium, Draft Plans of Subdivision, site plan control applications and agreements, etc. in accordance with the Planning Act, City By-laws, policies and procedures.
  • Communicates with internal departments and external stakeholders.
  • Reviews requests for zoning and building compliance. Prepares and signs compliance letters.
  • Receives, processes and tracks requests for Letter of Comfort Applications and License of Occupation applications.
  • Receives, processes and tracks Environmental Site Assessment Application requests
  • Reviews and signs off on planning and zoning matters related to Business Licenses
  • Contributes to the preparation of land development applications by providing input and advice to the City Planner.
  • Designs and implements communication tools as prescribed by the Planning Act and initiated by the City to support public engagement and consultation events and activities;
  • Conducts research on relevant planning matters; prepares qualitative and quantitative analysis to inform policy recommendations.
  • Performs statutory duties of Secretary Treasurer of the City of Kenora Committee of Adjustment and Land Division Committee (Planning Advisory Committee).
  • Works independently and as part of departmental and interdepartmental teams on the preparation of major studies, plans and policy proposals for recommendation to senior staff, administration and Council.
  • Attends evening and weekend meetings (as required).
  • Other related duties from time to time as required.

Qualifications

  • A Bachelor’s degree from a recognized Institution in Planning, or related discipline combined with demonstrated experience in municipal planning, real-estate or an equivalent combination of education and experience.
  • Eligibility for candidate membership in the Canadian Institute of Planners, or a willingness to work towards membership status (Full membership is preferred).
  • Able to work independently, concisely, and accurately with the ability to meet deadlines.
  • Effective analytical and critical systems thinking skills.
  • Strong computer skills with proficiency in Microsoft Office including: Excel, Word and PowerPoint
  • Experience in mapping software including GIS would be an asset.
  • Excellent interpersonal skills with the public, staff and external agencies, providing courteous and effective support.
  • Ability to communicate effectively with strong written, listening, and presentation skills that promote understanding and clarity in a respectful manner.
  • Proven related knowledge and experience in municipal planning and/or planning principles
  • Ability to balance multiple projects and priorities to bring projects to completion using sound judgment, initiative, and creativity in a fast-paced, politically sensitive environment with minimal supervision.
  • A valid “G” Class Driver’s License with an acceptable Driver’s Abstract is required. This position may be required to operate a municipal vehicle for business purposes.

Accounts payable assistant

The Payables / Assistant Accountant will be responsible for performing routine clerical, accounting and administrative work in administering the accounts payable function and assists in carrying out financial functions related to Municipal accounting procedures.

Qualifications

  • Grade 12 Diploma or equivalent.
  • Two (2) year diploma majoring in Accounting preferred
  • A minimum of three (3) years practical accounting experience in a work environment.
  • A minimum of three (3) years computer related experience in a work environment including keyboarding and number pad, as well as proficient use of adding machine.
  • Ability to perform arithmetic computations accurately and quickly, ability to carry out assigned projects to their completion, ability to work under pressure and/or with frequent interruptions.
  • Knowledge of various provincial PST, GST and HST rules and application.
  • Demonstrated organizational skills, initiative and ability to perform tasks with minimal supervision
  • Ability to work with highly sensitive and confidential matters and maintain strict confidentiality at all times
  • Ability to communicate effectively verbally and in writing

  • Distributes all incoming invoices to the various departments and processes and verifies account numbers on all approved invoices
  • Reconciles balance sheet accounts including: contractors’ holdbacks, trade payables, sundry payables, prepaid expense.

  • Completes staff Visa card reconciliation processes
  • Performs the duties of the Assistant Accountant in their absence or as required.

 Financial analyst

Reporting to the Director of Finance, the Financial Analyst will provide overall revenue, financial and accounting services to various divisions through research, financial analysis, forecasting, subsidy revenue and cash management, account reconciliation, risk assessments, enhancing and developing financial and internal controls, supporting the preparation of annual operating and capital budgets and business planning, monitoring corporate accounting policy initiatives and other support. The Financial Analyst will:

  • Prepare analysis and record journals for various projects, programs, accounts and reserve funds
  • Coordinate and prepare year-end audit assignments and working papers for year-end including the preparation of draft financial statements
  • Prepare, analyze, reconcile and report on financial and statistical information
  • Prepare analysis and record journals for various projects, programs, accounts and reserve funds
  • Prepares all capital expenditure and capital variance reports and works with divisions on all capital expenditure related issues.
  • Coordinate and/or participate in the development of financial reporting systems for the department
  • Liaises with corporate, federal and provincial auditors, AG Office and Internal Control Division for various audit requirements.
  • Prepares comprehensive financial reports/briefing notes/correspondence and other analyses as requested for Senior Management Team and/or Council on financial accounting and variance reporting issues.
  • Conducts detailed analysis and appropriate follow up of financial accounting issues and recommends corrective action.

Qualifications

  • Degree or diploma in accounting or equivalent combination of education, training and experience.
  • Completion of CPA designation in good standing is required.
  • Five (5) years’ of related accounting experience. Experience in a unionized environment considered an asset.
  • Experience in the preparation of operating and capital budgets
  • Demonstrated experience processing and analyzing accounts payable, accounts receivable, revenue accounting, accounts reconciliation and general ledger, etc.,
  • Considerable knowledge of financial reporting systems. Experience with Dynamics GP applications would be an asset.
  • Must possess valid ‘G’ class driver’s licence and have access to a reliable vehicle.
  • Knowledge of applicable financial legislation such as the Ontario Municipal Act, and the Income Tax Act.
  • Knowledge of accounting principles and techniques, policies, procedures, maintenance of general and subsidiary ledgers, deployment of control accounts, reconciliation of accounts, and Generally Accepted Accounting Practices (GAAP).
  • Computer literacy skills including Microsoft Word, Excel, database software, financial programs/applications, etc.,

Part-time desk attendants

The Part-Time Desk Attendant will be the first point of customer contact and will be responsible for performing a variety of administrative and clerical tasks related to the Transfer site. This includes greeting customers and visitors in a friendly, professional manner, reception, cash handling, bank deposits etc. The individual will demonstrate initiative on a daily basis, understand the role they play within the community, and have excellent customer service skills.

Project engineer

Responsible for providing leadership and project management expertise on engineering design and construction assignments related to Capital, Operations and Infrastructure, or development projects, the Project Engineer will ensure that designs meet City, engineering and legislative standards and protects public safety.

These positions require the ability to anticipate needs, think critically, and offer solutions to problems with a high level of professionalism and confidentiality.

The Project Engineer will: 

  • Administer capital work projects by formulating designs, preparing schedules, and guiding technical staff
  • Prepare engineering design drawings and contract documents for tender call and arrange the award of the contract
  • Analyze engineering designs of Capital projects using computer system and professional acumen
  • Oversee the construction of municipal projects, including providing engineering support and guidance to inspection staff to ensure compliance with the accepted design, City policies and by-laws, and the management of associated financial securities
  • Provide technical advice, reviews and expertise utilizing standard engineering principles and practices
  • Work collaboratively with a multi-disciplinary team of contractors, colleagues, elected officials, consultants, developers, and other internal and external clients and stakeholders
  • Assist in the preparation of annual project budget by preparing cost estimates of projects

Qualifications

  • Post-secondary degree in Civil Engineering discipline
  • Registered and licensed as a Professional Engineer (P. Eng) with Professional Engineers of Ontario, preferably in the discipline of Civil Engineering
  • Minimum of five (5) years engineering experience in the Municipal Environment and/or with Municipal Infrastructure
  • Supervisory experience would be an asset.
  • Must possess valid ‘G’ class driver’s license and have access to a reliable vehicle.
  • Demonstrated experience in preparing and/or reviewing servicing and storm water management reports, as well as engineering studies and drawings submitted in support of development projects or applications.
  • Project management experience related to municipal servicing and storm water management, preferably in the management of land development projects and/or applications
  • Thorough knowledge of Civil Engineering principles, practices and methods as applicable to a municipal setting
  • Thorough knowledge of Total Station and GPS Surveying in addition to Microsoft Office, AutoCAD, Civil 3D and ESRI GIS Software
  • Ability to work independently and in a team environment
  • Knowledge of the Occupational Health and Safety Act, the Planning Act, the Safe Drinking Water Act, and any other applicable legislation
  • Ability to deal with sensitive or confidential matters with tact, discretion, and diplomacy.
  • Excellent analytical, problem-solving and decision-making skills.
  • Excellent verbal and written communication skills with the ability to communicate with all levels of staff, stakeholders and the general public.

Project coordinator, temporary

Reporting to the Director of Community Services, the Project Coordinator will oversee the planning, contract administration, tendering, implementation, and construction for capital projects ranging from minor capital renovations to medium size projects.

The Project Coordinator will:

  • Manage and track capital projects to ensure completion within specified parameters, project timelines, and approved budget allocation
  • Provide contract administration related to projects in accordance with City purchasing policy requirements
  • Support in the preparation and issuing of tender packages, requests for proposals, and any other procurement related documents
  • Conduct site inspections to review the progress of work performed by consultants
  • Liaise with external consultants and contractors on projects as required
  • Review contractor and consultant progress payments and address change orders, ensure contractual obligations are met
  • Address and manage construction issues as they arise to mitigate impacts to schedule and budget
  • Organize and attend applicable project related meetings
  • Prepare cost estimates for proposed projects

Qualifications

  • Post-secondary education in a relevant discipline (e.g. Civil Engineering Technology, Building Science, Facility Management, Construction Methodology or construction related Project Management). Equivalent working experience may be considered.
  • Minimum three (3) to five (5) years’ experience in project coordination/management, project scheduling, and contractor and client relations.
  • Preference will be given to those with experience working in a multi-project environment with a high degree of independence.
  • Must possess valid ‘G’ class driver’s license and have access to a reliable vehicle.

Executive assistant to the CAO

Reporting to the Chief Administrative Officer (CAO), the Executive Assistant will provide comprehensive administrative and coordination support to the CAO and Senior Leadership Team.

Serving as the primary point of contact for internal and external constituencies on all matters pertaining to the CAO, including those of a highly confidential or critical nature, the Executive Assistant will prioritize and determine appropriate course of action, referral, or response, exercising judgment to reflect CAO’s style and organization policy.

Arena maintenance operator, part-time

The Maintenance Operator will be responsible for providing operational and maintenance services to all City owned Recreation facilities including opening and closing procedures, set up, take down and maintenance during special events, and maintenance of outdoor recreation grounds. They will also assist in the installation, maintenance and removal of ice, swimming pool operations, water testing, cleaning and day-to-day maintenance activities. The position may also assist with maintenance of other municipal facilities as required.
