Take notice that the City of Kenora invites all interested persons to attend a Special Meeting of Council for the purpose of discussing the revisions that may be required as part of a proposed update to the City’s Official Plan, as documented in the Policy Directions and Recommendations Report, pursuant to the requirements of 26(3) of the Planning Act, RSO 1990, as amended.
The Special Meeting of Council will be held:

An Official Plan provides direction for the growth and development of the community and where land uses (e.g. residential, commercial, industrial, parks) should be located.
Purpose and effect
The City of Kenora is undertaking the legislated review of its Official Plan as required by the Planning Act. The City’s current Official Plan was approved by the Minister of Municipal Affairs and Housing on November 5, 2015. The Official Plan Review will update and refine the goals, objectives, policies, and schedules of the Official Plan to ensure that it is consistent with the Provincial Planning Statement, 2024, and reflects matters of local interest.
It is noted that the formal Official Plan Review process has been ongoing since 2024 and has included one community engagement event to date. A Public Open House was held in Kenora on March 5, 2025, and community survey was made available from March 5, 2025, to March 28, 2025, through the online platform, Survey Monkey. Public feedback received has, and will continue to be considered in the advancement of updating policies in the City’s Official Plan. The Special Meeting of Council will enable further opportunity for the public to speak to revisions that may be required as part of the Official Plan Review for the City. The intent of this meeting is not to review a Draft Official Plan, which will be prepared and made available for review in the following months, but to consider what ought to be further reviewed moving forward.

Any person may attend the Special Meeting of Council and/or make written or verbal representation regarding what revisions may be required as part of a proposed update to the City’s Official Plan. If you would like to participate virtually and provide comments through public delegation at the meeting, please register by 12:00 p.m.(noon) on Tuesday, September 16, 2025, by contacting the City Clerk at hpihulak@kenora.ca. If you attend in person, there is no need to register to attend.
