Notice of Complete Application and Public Meeting for a Temporary Use Zoning By-law Amendment

Council will hold a Statutory Public Meeting under s. 34 and 39 of the Planning Act to consider a Temporary Use By-law as it pertains to Zoning By-law 101-2015. The proposed amendment would rezone the subject lands from RR – Rural Residential Zone to RR-T Rural Residential Temporary Use Zone to permit:

  • Temporary storage of a 43 ft (13.1 m) recreational vehicle on the property from August 2025 to October 31, 2026, and
  • Seasonal accommodation in the recreational vehicle from May 1, 2026, to September 30, 2026, while constructing a permanent residence.

Rescheduled public meeting 

When: Tuesday, March 10, 2026 at 9:00 a.m.
Location: Council Chambers, City Hall, 1 Main Street South, Kenora, ON 

Members of the public may attend in person or watch the livestream on our Agenda and Minutes page. To speak at the meeting, either virtually or in-person, please contact the City Clerk to register. 

Council will consider the application decision at its Regular Meeting on Tuesday, March 24, 2026, at 
5:00 p.m. That meeting will also be livestreamed on our Agenda and Minutes page.

Submit comments

We want to hear from you! If you have comments, email them to us at planning@kenora.ca or send them by regular mail to the address below, and quote File Number: D14-25-06. You may also attend the Council meeting and speak or simply observe. To be included in Council’s report, comments must arrive by 4:30 PM, Thursday, February 26, 2026.

Appeal

  1. If a person or public body would otherwise have an ability to appeal the decision of the City of Kenora to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Kenora before the by-law is passed, the person or public body is not entitled to appeal the decision.
  2. If a person or public body does not make oral submissions at a public meeting, or make written submissions to the City of Kenora before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
