Notice of Complete Application and Public Meeting for Zoning By-law Amendment
TAKE NOTICE that the Council of the Corporation of the City of Kenora will hold a Public Meeting to consider a proposed Zoning By-law Amendment under City of Kenora Zoning By-law 101-2015, as described below and shown on the attached map.

Description of proposal
The purpose and effect of the proposed Zoning By-law Amendment is to permit the conversion of the existing semi-detached dwelling at 67 and 69 Amethyst Street into a licensed day nursery (Early Learning Centre) within the R1 – Residential First Density Zone.
Specifically, the amendment would:
- Add a site-specific exception to Section 5 of Zoning By-law No. 101-2015 to retain the R1 zoning designation while permitting a Day Nursery as an additional permitted use on the subject lands legally described as 67/69 Amethyst Street; and
- Permit off-site parking for the Day Nursery use, notwithstanding Section 3.23.8 (Off-Site Parking), to be provided within 120 metres of the main pedestrian entrance. The off-site parking spaces are proposed to be located on a nearby church property zoned Institutional (I) and will be secured through a lease agreement with a minimum five-year term, to the satisfaction of the City of Kenora. The site-specific parking provision would modify the standard requirements of Section 3.23.8, which otherwise limit off-site parking to lands within Commercial Zones and require registration of a Site Plan Agreement on title.
- Permit a maximum driveway width of 9 metres, consisting of one 4.5 metre ingress lane and one 4.5 metre egress lane, notwithstanding Section 3.23.3(b) of Zoning By-law No. 101-2015, which otherwise limits the maximum driveway width in the R1 and R2 Zones to 6 metres. The increased width is intended to improve on-site circulation and provide for safe and efficient drop-off and pick-up movements associated with the Day Nursery use.
Public meeting
The original Public Planning Proceeding of Council intended to be held on Tuesday, November 18, at 12:00 p.m., has been rescheduled to Tuesday, December 9, at 12:00 p.m.
This meeting has been rescheduled to provide Council the opportunity to attend the service for Chief Lorraine Cobiness of Niisaachewan Anishinaabe Nation.

Right of appeal
If a person or public body would otherwise have the ability to appeal the decision of Council to the Ontario Land Tribunal but does not make oral or written submissions before the by-law is passed, that person or public body is not entitled to appeal the decision, and may not be added as a party to a hearing unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
