Notice of Public Meeting and Plan of Subdivision Application, Fifth Street North Lands, Kenora

Council will hold a Public Meeting under s. 51 of the Planning Act to consider a proposed Draft Plan of Subdivision affecting lands located north of Fifth Street North, within the former Abitibi Mill Site area.
Public meeting
When: Tuesday, January 6, 2026 at 12:00 p.m.
Location: Council Chambers, City Hall, 1 Main Street South, Kenora, ON

Council will consider the application decision at its Regular Meeting on Tuesday, January 13, 2026, at
5:00 p.m. That meeting will also be livestreamed on our Agenda and Minutes page.
Description of the proposed plan of subdivision
The application proposes an eight-lot residential plan of subdivision on the westerly 0.651-hectare portion of Lot 6, Plan 23M-974. Each lot would have approximately 15.84 metres of frontage and an area of 0.063 hectares.
The plan also includes:
- Block 9 and Block 10, to be conveyed to the City of Kenora for existing as well as future expansion of municipal infrastructure;
- The easterly 3.501-hectare portion of Lot 6 (“Retained Lands”) is not included in this plan of subdivision.
Other planning applications
The lands are also subject to an application to remove the Holding (“h”) symbol from the zoning of the property following the filing of a Record of Site Condition.
Posting requirement for multi-unit buildings
If applicable, the owner of any land that contains seven or more residential units is requested to post this notice in a location that is visible to all residents.
Submit comments
We want to hear from you! If you have comments, email them to Planning at planning@kenora.ca or send them by regular mail to the address below, and quote File Number: D07-25-02. You may also attend the Council meeting and speak or simply observe. To be included in Council’s report, comments must arrive by 4:30 p.m., Thursday, December 18, 2025.
Appeal
- If a person or public body would otherwise have an ability to appeal the decision of the City of Kenora to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Kenora before the by-law is passed, the person or public body is not entitled to appeal the decision.
- If a person or public body does not make oral submissions at a public meeting, or make written submissions to the City of Kenora before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
