Community Improvement Plan Application Intake Now Open

The City of Kenora is now accepting applications through its Community Improvement Plan (CIP) for projects planned in 2027. The intake period will be open from October 1 to November 30, 2026, providing property owners, businesses, developers, and entrepreneurs with an opportunity to access grants and incentives that support investment, revitalization, and growth throughout the community.

Approved by Council in February 2026, the updated CIP expands financial incentives available to encourage development, improve properties, increase housing opportunities, and strengthen local businesses. The program is a key part of the City's efforts to create a vibrant, welcoming, and economically resilient community.

"Through the CIP, we're supporting investment and empowering developers and businesses to contribute to the future of Kenora," shares Stace Gander, Chief Administrative Officer. "These projects create lasting benefits for our community by supporting economic growth, improving neighbourhoods, and making Kenora an even better place to live, work, and visit."

Whether you're planning to improve a commercial storefront, add new residential units, enhance accessibility, improve energy efficiency, or revitalize an underutilized property, the CIP offers a range of funding opportunities to help turn ideas into reality.

The CIP offers 16 grant and incentive programs, including: fee rebates, tax increment grants, surplus land disposition, housing grants for additional units and multi-unit buildings, upper storey conversions, facade and signage improvements, accessibility upgrades, Crime Prevention Through Environmental Design (CPTED) safety enhancements, environmental site assessment support, activation programs for Harbourtown Centre such as ground floor commercial conversions and sidewalk patio grants, and improved energy efficiency within eligible program areas.

Interest in the new CIP has already been strong. During the 2026 intake, Council approved $230,000 in funding across 19 projects, supporting initiatives that will improve commercial properties, increase housing opportunities, enhance accessibility, strengthen community safety, and encourage reinvestment throughout the community.

“The City of Kenora’s Community Improvement Plan funding has given us the opportunity to make some exciting improvements to the exterior of our business. As a small, locally owned business, this funding makes a significant project like this much more attainable,” says Devon Robertson of Rabbit Lake General Store, a 2026 program recipient. “We’re incredibly grateful for the guidance and support and can’t wait to get started on the renovations this spring!”

“The City 's Community Improvement Plan signage improvement grant has been fundamental in improving my store's visibility and curb appeal. The grant allowed me to invest in high-quality, specialized signage that would not have been in my budget without the program's support,” shares Erin Lockhart from Songbird Baby & Kids. “The application process was very straightforward, and City staff were there to answer any questions I had along the way."

Developers and business owners interested in applying are encouraged to connect with City staff to discuss project ideas and determine which grants may be available to support their goals.
