Application to purchase or lease municipal property
The following are common types of applications:
- Addition of municipally owned property to privately owned property

Purchasing City property application process
You need to follow this process in order to purchase municipal land.
Pre-application consultation meeting |
Before filling an application, it is recommended that you contact the Planning Division to discuss your proposal and the requirements of the Zoning By-law and Official Plan. |
Application fee |
You must pay a non-refundable application fee. Please make cheques payable to the Corporation of the City of Kenora. You can pay by cash, cheque, debit or credit. |
Purchase price |
Along with the application fee, you will have to pay the purchase price for the property. The purchase price is found in the City of Kenora Tariff of Fees By-law. |
Letter of appraisal |
You must provide a letter of appraisal that states the fair market value of the property. This letter must come from a realtor acceptable to the City of Kenora. |
Application |
The City requires one original application along with any required supporting documents or reports in order for the application to be deemed complete and be processed. This includes a planning rationale and pictures of the land you would like to purchase or lease. Applications must be signed by the owner(s) or agent in the presence of a Commissioner of Oaths. Contact the City Clerk or the Planning Division for an appointment to commission your documents. Where an agent or solicitor is authorized to make the application on behalf of the owner(s), their signature shall be witnessed. |
Circulation for review |
All applications will be circulated for review and comment to various City departments and divisions, including:
Applications may be granted subject to conditions of such departments (e.g. deeming by-law, site plan agreement, etc.) in the sole and absolute discretion of City staff and/or Council. |
Preliminary approval |
Once preliminary approval is given, the City will provide you a letter notifying you or your agent that preliminary approval has been granted. At the discretion of the City Planner or designate, you will then be required to engage the services of an Ontario Land Surveyor to prepare a Draft Reference Plan of the portion of land to be declared surplus. |
Presentation to Council |
The Planning Division will prepare a by-law, report and any other attachment for the City Clerks department for the Council meeting. At the scheduled public meeting, Council will give consideration to written comments that may be provided to the City Planning Division. Council is the approval authority for applications to purchase or lease City property. |

How long does the application process take? |
The Planning Division will circulate all applications internally after consulting with you. Decisions are typically given within two months of the application being deemed complete. |
